This assumes that the formation of a state requires a singular leader “King” but there are plenty of examples where this is not true.

I suggest an alternative: Game theory’s Nash Equilibrium shows that a group can form an optimal strategy based mutual behaviour where there is no better choice. So that creates a de facto state and as with many tribes close to democratic group decisions. The biggest strategic risk for such a group is someone who is not a beneficiary whose dominant strategy is to disrupt their equilibrium- for example a nomadic warrior tribe.

So that that leads to the need for defence which leads to a professional warrior class and so we see that all kings are warriors for a reason….
